航運(yùn)業(yè)積極應(yīng)對(duì)新型冠狀病毒疫情的倡議書(shū)
Petition to Combat the COVID-19

2020年初，突如其來(lái)的新型冠狀病毒疫情在中國(guó)蔓延開(kāi)來(lái)，并擴(kuò)散至全球多個(gè)國(guó)家，引起全球貿(mào)易、航運(yùn)界的廣泛關(guān)注。中國(guó)政府迅速采取嚴(yán)格措施，積極防控疫情，確保人民生命健康和經(jīng)濟(jì)活動(dòng)有序進(jìn)行。1月30日，中國(guó)交通運(yùn)輸部發(fā)布緊急通知，要求港口企業(yè)科學(xué)合理安排生產(chǎn)作業(yè)，嚴(yán)禁以疫情防控為名隨意采取禁限貨運(yùn)船舶靠港作業(yè)、錨地隔離14天等措施。與此同時(shí)，部分港口國(guó)也相應(yīng)提高檢驗(yàn)檢疫的要求，防止疫情擴(kuò)散和傳播。此前，有傳聞稱(chēng)美國(guó)對(duì)于最近15天內(nèi)掛靠過(guò)中國(guó)港口且船上沒(méi)有疑似新型冠狀肺炎感染病例的船舶將等到第16天才予以進(jìn)港。類(lèi)似消息引起了很多小型船公司、貨主、貨代的擔(dān)憂和恐慌，更有不少人無(wú)法判斷此類(lèi)消息的真實(shí)性。事實(shí)上，目前美國(guó)并沒(méi)有出現(xiàn)拒收來(lái)自中國(guó)的貨物?；诖?，航運(yùn)界網(wǎng)聯(lián)合紐約航運(yùn)交易所、中遠(yuǎn)海運(yùn)集裝箱運(yùn)輸有限公司、中外運(yùn)集裝箱運(yùn)輸有限公司、達(dá)飛輪船中國(guó)、廣州港集團(tuán)、環(huán)世物流集團(tuán)、全球捷運(yùn)物流集團(tuán)、涅浦頓供應(yīng)鏈科技（上海）股份有限公司、天津榮易達(dá)信息技術(shù)有限公司、新運(yùn)集團(tuán)、天津嘉合運(yùn)通國(guó)際物流有限公司、偉航集運(yùn)（深圳）有限公司、利通物流集團(tuán)、浙江外代國(guó)際物流有限公司、邊行中國(guó)有限公司、利豐供應(yīng)鏈管理（中國(guó)）有限公司、順圓弘通物流集團(tuán)有限公司、南京瓏欣達(dá)國(guó)際貨運(yùn)代理有限公司共同發(fā)起如下倡議：
Earlier this year, the sudden outbreak of COVID-19 occurred in China and extended to several other countries in the world, which arouses attention of international trade and shipping communities. The Chinese government has been taking rigorous prevention and control measures to ensure people’s safety and health as well as the smooth development of economic activities. On January 31, The Ministry of Transport of the People’s Republic of China released an emergency notice that port enterprises should take scientific and rational steps to arrange production and operations. It is strictly prohibited to prevent cargo ships from berthing or keep them in anchorage for 14 days in the name of epidemic control. Meanwhile, Some Port of States have also raised requirements for inspection and quarantine to prevent the spread of the epidemic. However, it has been rumored that vessels which have been to China in the last 15 days would be denied to offload cargo, even if there is no suspected cases and sick crew onboard. Similar news worried many small shipping companies, shippers and freight forwarders. Some people are in a panic and cannot judge the truth. In fact, the United States is not rejecting shipments from China. 1. 請(qǐng)貨主、貨代不要拒收來(lái)自中國(guó)的貨物。
Shippers and freight forwarders shall not reject goods from China.

根據(jù)世界衛(wèi)生組織及美國(guó)免疫和呼吸系統(tǒng)疾病中心的公告，由于新型冠狀病毒在物體表面的生存能力差，通過(guò)在環(huán)境溫度下運(yùn)輸數(shù)天或數(shù)周的產(chǎn)品或包裝傳播病毒的風(fēng)險(xiǎn)非常低，因此，由中國(guó)出境的貨物不會(huì)攜帶病毒，請(qǐng)貨主和貨代不要拒收中國(guó)的貨物。
According to the statement from World Health Organization and National Center for Humanization and Respiratory Diseases of United States, coronaviruses do not survive long on objects. The risk of spreading virus by products or packages which have been travelled at seas for several days is very low. Therefore, goods exporting from China could not carry virus. It suggests that shippers and freight forwarders shall not reject goods from China.
 

2. 請(qǐng)貨主、貨代不要過(guò)分擔(dān)心船公司員工和船員的健康問(wèn)題。
Shippers and freight forwarders shall not worry too much about the health of shipping companies’ employees and crews.

當(dāng)前，多家船公司已向中國(guó)員工下發(fā)健康安全指南和防疫用品，告知其務(wù)必采取預(yù)防措施。船公司建立員工應(yīng)急報(bào)告系統(tǒng)，盡最大努力保證員工的安全健康，同時(shí)不允許任何生病的船員在船上。因此，貨主和貨代無(wú)需過(guò)分擔(dān)心船公司員工和船員的健康問(wèn)題。貨物更不會(huì)受到影響。
Many shipping companies have issued health and safety guidelines and epidemic prevention supplies to Chinese employees, informing them to take necessary precautionary measures. Shipping companies have also established emergency report system to make every effort to ensure the safety and health of employees, while not allowing any sick crews on board. Shippers and freight forwarders do not need to worry too much about the health of employees and crews. Otherwise,  goods will not be affected either.

3. 請(qǐng)貨主、貨代切勿輕信謠言而做出過(guò)度反應(yīng)。
Please do not believe rumors and overreact.

船公司正在一如既往在開(kāi)展海上貨物運(yùn)輸業(yè)務(wù)。如有因抗擊疫情需要，做出運(yùn)營(yíng)調(diào)整，相信船公司定會(huì)及時(shí)通知貨主、貨代，請(qǐng)貨主、貨代切勿輕信謠言而做出過(guò)度反應(yīng)。
Shipping companies continue to operate uninterrupted as per usual. If there is any operational adjustments for the sake of epidemic control, It’s believed that shipping companies will notify shippers and freight forwarder timely. Please do not believe rumors and overreact.
